Conceptual Frameworks in the Theory and Practice of Public Policy

Abstract


The contribution presents conceptual frame as a tool for facilitating holistic approach to analysis – and, sometimes, to conditional forecasting – of social processes. Hence it necessarily transcends the borders of partial disciplinary perspectives. It deals with it definition in Tond’s and Ostrom’s work. Subsequently, three instances of it application are presented, in which the author himself was implicated: teleonomic interpretative scheme, cultivation and application of human potential in the reproduction of society, and the model of development of Czech society and its modernization in global context. Based on these examples, the conclusion offers an extended analysis of conceptual frame’s functions in the theory and practice of a relatively recently established social science – public policy.
